I'd like to start automating my patching/updating of our hardened Linux repos, but unfortunately there is no easy way to check and see if the repository is idle. I can kinda guess based on CPU and network throughput, but that's just guesswork.
It would be really nice if there were a cli executable or even something like /proc/veeamstat that would contain if the repo was busy (backup in progress, restore in progress, S3 tiering in progress, etc) or idle.

You can pgrep for veeam processes with appropriate command line options. on a normal proxy/repo there are always 2-3 veaam processes running, if you check during activity for the details you will find out what can be used in your pgrep command.
