I have question.

if set policy backup retention 14 days incremental forever enable synthetic full SAT and repository SOBR configure move then old 14
on the capacity tier have data ? chain move to capacity move full week 1 first (Sun) or move all chain Sun-Sat

If you enable synthetic full backup, your chain will become a "forward incremental with periodic full" one and not a "forever incremental" one.

In the first week, there will be nothing moved to Capacity Tier, because none of the restore points will fall out of the specified operational restore window (14 days).
