Synthetics create a new full backup file from the existing backup data by combining an older full and incrementals. On ReFS or XFS, block cloning can be used, which means those synthetics take up no additional space (references previously written data).
Active fulls create a new full backup file by reading all the data from the source again. These will always take up the full size.
