can we make schedule to throttling bandwidth on veeam agent?

Are you using Veeam Backup & Replication to manage and store the backups?
Then you can use throttling options within VBR which allows you to configure a schedule.

No, the veeam agent not managed by VBR just the agent standalone.

Unfortunately, it is not possible without a VBR.
Veeam Agent only allows configuring throttling value which is active all the time:
