Are people able to comfortably restore Windows 2008 physical servers after backup using Veeam 11 installed on Windows 2019.
All my restores are stuck, both file level and Instant restore

There were no known issues with this combination. However, V11 is no longer supported, please upgrade to V12.
Make sure you don't have some antivirus blocking Veeam from functioning.

I understand the lack of support, but I am doing a simple File level recovery test. Veeam backup console is installed on Windows 2019, both proxy and repository are on the same server. Backed up server is a windows 2008 server, and it has been stuck on "Starting restore session" for about 7hrs. I uninstalled the antivirus for this purpose, still no solution.

I've never seen this step of a restore session not complete more or less instantly. Please upgrade Veeam to the current version and if the issue remains, then it must be something with your environment and opening a support case for further troubleshooting will be required.
