The client wants to send an Agent File level backup job directly to S3 Standard on AWS and keep only the recent 7 days worth of data and then proceed to archive a weekly full backup. How long are you looking to keep those weekly backups? With your current settings you won't really see much hitting the archive since you've told Veeam to keep 7 days and 1 weekly. At most you would see one weekly backup hit the Archive tier until the next weekly backup is created, but that would be for a very short time.
If you want to keep weekly backups for longer, increase the number of weekly backups you take to match that retention, then you'll see more of them land on the Archive tier.
