Hi netwichi, welcome to the forums.
If the backups were made by Veeam Backup for Azure, Restore to Azure will follow the restore process as outlined in the Veeam Backup for Azure User Guide:
So in this case it should be just as if you were doing a normal restore, just ensure the required ports are opened.
