Licence type for Service Account

Hi, my customer wants to know if they can downgrade the service account licence type to an A1 licence.
I'm having trouble finding information on what licence type is required for the service account used for impersonation. This is a customer using Modern App-only auth.

If we are talking about the account used for adding an organization, it doesn't need to be licensed.
