How do you restore a failover cluster to a service provider hosted DR environment?

Hi,

We have a Cloud Connect tenant who has a failover cluster with cluster disks.
The cluster disks are connected as pass-through physical disks in the failover cluster VMs.
The failover cluster is added in a protection group on the tenant VBR server.
The failover cluster is being backed up by the tenant VBR server using the Veeam Agent for Microsoft Windows.
The backup job is configured to backup the entire server for the protection group to a Cloud Connect repository.

The service provider VBR server is doing the restore and is not part of the customer Active Directory or network.
The DR environment is a private cloud shared multi-tenant environment provided by the service provider and used by multiple customers.
The failover cluster cannot be added to the service provider VBR server because it does not exist in the service provider Active Directory.

Issues seen so far are that only the C: drive can be restored. The cluster disks are backed up but cannot be seen during the restore.
Bare metal recovery has the same issue. It can only see the C: drive during a restore.

Any advice on how to backup and restore a failover cluster to a service provider hosted DR environment?
