What happen with a current used scale-out repo when Veeam switch from Enterprise to Community Edition?
Is access to the backups possible yet? How can I migrate from scale out to normal repo?

Welcome to the forum.
Access to the backups is still possible. You can always restore from your backups, even without a license.
Please note, if you remove your SOBR configuration, you won't be able to add it back with the CE edition. But you could add each extend as a standalone repository and import the backup for restore.
Same for object storage used as capacity tier. You will still be able to reconnect to your bucket and import your backups for restores.
Therefore I recommend to keep the SOBR configuration as it is and just remove the license to convert your installation to the community edition.
