I am wondering about the management of users and groups.
I saw that Veeam uses Windows users and groups, this is not a problem in the case of an infrastructure attached to an Active Directory.
But if I’m in the case that the Veeam server is not connected to the Active Directory and I lose it for some reason?
I mean, if I have to reinstall the operating system, should I redo all local users and groups?

Then yes, you have to redeploy a new windows machine, recreate your local Windows user and deploy a new installation of Veeam Backup & Replication. Veeam Backup & Replication or Veeam Agent does not provide a explorer to restore specific local users.

So if I have 20 user accounts and as part of a DR restore, I should recreate them as well? Veeam ackup & Replication doesn't do backups at this level?

Just script the user creation as part of your DR process.
Alternatively in a true DR scenario you wouldn't create all the users as IMHO you would get the server built and restores underway.
