I had the problem with an older Veeam Agent version that the backup of a certain SSD constantly failed. All backups of other hard drives or SSDs on the same PC run without problems.
The job log says:

With the old version of Veeam I was able to solve the problem by deleting/moving one of the VMs on a other HD.
Apparently Veeam had problems with this.
This no longer helps with the new version of Veeam Agent.
Even completely deleting (moving) all VMs causes the same problem.
The backup gets stuck at 1% or 5%.
Basically the problem can have nothing to do with the target because, as I said, all other backups run without problems on the same target.
