I was writing my DR docs, and in researching restoring my Vcenters that are in ELM. I noticed in the doc https://techdocs.broadcom.com/us/en/vmw ... 4D0CD16-en
It kinda seems like Image based backup is ..... the way to do backup and restore of VCenters in ELM. As it contains none of the warning that the File based backup contains.
which is contrary to https://www.veeam.com/kb2328 and many of the other forums on restoring ELM
Is this just a documentation oversite on VMwares part?

Difficult to say whether it's an oversight or not, but the main considerations and limitations from the Veeam KB remain -- a crash-consistent VCSA backup sounds pretty risky to rely on, and using quiescence on the VCSA will likely introduce a lot of issues during backups.
I would advise follow KB2328's recommendations to avoid the potential issues noted in the KB.
