I have apply the hotfix to 12.3 version but after patch apply how can verify if the hotflix is apply ?

Hello, for simplicity we recommend patching this vulnerability by upgrading to version 12.3.1, which will advance the build number.

By nature of the hotfixes, they have the same build number as the original versions, so there's no simple way to check if the hotfix is applied.
What you could do is calculate hashes of all replaced files and make sure it represents a hash of the hotfixed files, instead of the original files.
