Good Evening,
At the moment I have an NFR License and have problem with Veeam Data Cloud Vault (backup works, but I can't manage subscription and used space is displayed improperly.). Can I buy a separate basic support or I need to buy at least basic commercial license?

Correct, currently support contracts are included only as part of a paid license.
NFR Licenses however do receive "best-effort" support base on Support availability (section 4.3), so you can try with an NFR license, but a paid license (or Evaluation license) is required for access to Support.
