Please note these are not fix IDs (which are 6-digit numbers) but just product build numbers. So your question does not make technical sense and cannot be answered.
The correct question that could be answered goes like:
Is %FixID% included in %buildNumber% (or "in the next release")
Also, your support engineer should certainly be able to provide this information to you, it's very strange they sent you to a forum instead. I've notified support management of your experience.
In general though, all future product builds include all fixes and enhancements from all previous builds, as it's basically a single ever-evolving code branch.

Can I find the fixID somewhere sensible within the console or trough powershell? I do not believe they were provided with any of these builds.
I also believe some of these are private fixes, can they be assumed to be within the newer version as well?

AFAIK FixID is usually always mentioned directly in the name of the hotfix ZIP file. At least this is the case with VBR.
No hotfix can be assumed to be within:
- Some fixes may come too late to make it into the immediate release vehicle
- Some fixes may be deemed to be too dangerous to roll out to all customers without additional thorough testing due to their complexity
- Some fixes may be for very specific environmental situations and may impact other customers negatively
However, taking the above reservations in mind, vast majority of hotfixes are added to the next immediate release vehicle, because it does not make sense not to include validated bug fixes.
No hotfix can be assumed to be within:
- Some fixes may come too late to make it into the immediate release vehicle

- Some fixes may be for very specific environmental situations and may impact other customers negatively
