Opened case 07733799 because of the irrelevance of the CSV, and sure a footnote on the documentation says the export CSV button actually generates a user protection report.
Why doesn't it export the table I'm looking at so I can review license consumption?

Thank you for the feedback. You are correct, this should be only the users that are licensed. I will create a bug for this and ask to adapt this. But I hope in the meantime that you can filter the CSV on Protected because I'm not sure what the timeline for implementation is. But it is added to the roadmap.

"Protected" includes m365 groups and shared mailboxes so doesn't help with reviewing license consumption.
