I took a backup of RHEL9 using VB4AWS and then created a backup copy using VBR.
The EBS device name of the original EC2 instance was as follows:
/dev/sda1
/dev/sdb
I have confirmed that when I perform a "Restore to Amazon EC2" from the backup copy using VBR, the EBS device name changes to the following:
/dev/sda1
/dev/xvdf
Is this a feature?
It seems strange that the EBS on a RHEL EC2 instance is restored with the device name /dev/xvdf.

When you perform the restore from VBR, it will recreate the instance. I am not sure why these have been renamed but it may be good to have it investigated with our support team. Could you please open a case for it?
