[V13] Veeam Infrastructure Appliance on a Hyper-V VM Gen 2 keyboard issue [SOLVED]

I've just tested Veeam Infrastructure Appliance Version: 13.0.0.4967 to create a hardened repository as a Hyper-V VM. I created the VM as a Gen 2, Version 9.0 and set the Secure Boot to "Microsoft UEFI Certificate Authority", added two 250-GB disks and and the first phase of the installation completed successfully, however after the reboot the keyboard no longer works. It's stuck on the "Initial Configuration Wizard". I can shutdown the VM with Hyper-V and I can get into the GRUB menu and the keyboard works there.

I'm guessing the Hyper-V VM Gen 2 keyboard is USB and could USBGuard be blocking it? Is there a grub way to disable USBGuard to complete the setup? I discovered KB4663, is USBGuard disabled during that boot and could I add USBGuard rules?

Edit: I found post548741.html#p548741 and tried those steps and added the line to /etc/usbguard/rules.conf but on reboot the keyboard wouldn't work in the Initial Setup Wizard. I spun up another Hyper-V vm on another host and still the keyboard doesn't work. Both hosts are Server 2025 BTW, but I didn't use vm version 12.

I solved this by upgrading the VM version to 12.0 on the first Server 2025 host and 10.0 on the second Server 2025 host; must be something about vm configuration version 9.0 on a 2025 host. I might try a 9.0 vm on a 2022 host and a 2019 host and see if the problem still happens.
