Proxmox VE 9 introduces "Snapshots as Volume Chains", which allows snapshots even on shared LVM setups—including those using Fibre Channel SANs.
Can Veeam Plug-in for Proxmox VE v12.1.5.17 produce backups of machines on those volumes?

Would allow for the most common scenario we see with VMware: a cluster with shared FC storage.

Generally yes—Veeam Plug-in for Proxmox VE v12.1.5.17 is capable of backing up virtual machines from storage with Snapshots as Volume Chains (SAVC) enabled.
However, since SAVC is currently a technology preview in Proxmox VE 9, it is not recommended for production use.
