I'd first check all if all the required permissions are there, and if the issue persists opened a support case.

Thanks Polina. Since the user signing in is a global admin, what do you think the specific issue could be? That link seems to say global admin is required and sufficient.

To me it looks like somethings missing on the client side of things.
You should create a supportcase for this.
