I have separate servers for Backup and Replication and Backup Enterprise Manager. Looking at the KB - https://www.veeam.com/kb4696, I am trying to determine if this patch needs to be applied to both servers or only the BRC server?

If you apply to VBR, you will need to apply to VEM

...and importantly, you have to start from patching VEM first.
