The Veeam Backup Administrator role is assigned to all members of the Administrators group on the machine where Veeam Backup & Replication is installed.
It would be good to have the RBAC not associated with the local machine. For example, if a user is a normal local user on the machine but has the Restore Operator role in Veeam, the user should be able to perform granular restores for file servers and Exchange servers. Currently, we need to add the user as a local administrator on the machine so they can restore Exchange items. As a normal user, they receive a UAC elevation prompt.

This happens because the backup must be mounted locally, which requires the user to have local administrator permissions (Help Center - Required Permissions).
I believe your request will be addressed once Application Item Restore and Custom RBAC roles are fully integrated into the new v13 Web UI in a future version. No ETA yet I can provide.
