upgrade from v12 to v13 on Windows - system requirements not met

Immediatly after clicking the "UPGRADE" button, the installer tells me that the computer does not meet the system requirements, but unfortunately leaves no trace of information on what exactly the problem is.

I've already double checked the system requirements information that Veeam published for V13 and all mentioned targets are met
I did also not find any useful information in "C:\ProgramData\Veeam\Setup\Temp" or the Windows Event log

Anyone an idea where I could check for more informations or what the real culprit may be?

40GB free space available?

- 250GB of free Space on drive C:\
- 16 CPU Cores and 48GB RAM (though I found an info that CPU/RAM is not a hard requirement anyway)
- OS is Windows 2022
- Database was SQL Express 2019 and is PostgreSQL 15 now (I've migrated, just to be sure..)
- existing VBR version is 12.3.2.4165
