Hello Handian
If you backup a VM with our Veeam Agent, then bare metal recovery to a physical machine may work. It must be a backup created by Veeam Agent.
Please make sure to include all necessary drivers for the physical machine in the recovery media:

It doesn't matter if it's a standalone Veeam Agent or a Veeam Agent managed by a VBR.
Only requirement: Take a backup with Veeam Agent.

I mean if the VM backup by VBR (not use agent standalone or agent managed by veeam), it's possible to restore to baremetal?

A backup file created by a VM backup job cannot be used for a bare metal recovery to a physical machine.
It must be a Veeam Agent backup job.

Just to clarify / and/or or to put another way:
- A backup created by a "VM Backup Job" (VEEAM Agentless HyperVisor Integration) cannot be used for a bare metal recovery (BMR) to a physical machine.
- If one plans a DRP (Disaster Recovery Plan) where they will V2P BMR a VM, such as a Domain Controller and/or the VEEAM server itself, the original backups must be taken by the VEEAM Agent (installed exceptionally) inside the VM and then exported to USB
