according to proxmox documentation:

I believe Veeam fixed it in plugin version 12.1.5.17, released on September 23, 2025. Proxmox VE 9 is now officially supported with Veeam Plug-in for Proxmox VE version 12.1.5.17.

There's also a related but separate restore issue still to be aware of: when restoring a VM with a QEMU version lower than 10 and disks in QCOW2 format to a Proxmox VE 9 node, an error occurs if the destination storage has "Allow Snapshots as Volume-Chain" enabled, that's a different scenario documented in KB4773.
Basically, If you're on VBR 12.3.2.4165 or VBR 13.x with the latest Proxmox plugin, you no longer need to pin VMs to machine version 9.2+pve1 as a workaround. You can upgrade and let VMs use QEMU 10.0+.

I can verify that on VBR 12.3.2.4465 with proxmox plugin 12.1.5.17 backups jobs are running ok with the latest qemu machive version (10.x).
