v13 Appliance Local Users only

I am getting confused; I only want to add local users to the appliance who is a veeam admin.
Every time I try to add a use it complains about the use name is a "invaild user name".

I have a feeling this is super simple error on my part.

This really bad form , but I am going to answer my own question:
Using the Mgmt Web based UI you can create "local users".
AS opposed to in the Windows Based UI & the Web UI (not Mgmt Web ) those are for SAML users (i think.)
