AD (Insider builds) on v13 stuck on finalizing

Lab Env, no idea if this would impact prod releases of windows server. running latest updates to appliance including the updates from 3rd of june (Packages: bind-utils-32:9.16.23-24.1.el9_2_ciq.4.x86_64, python3.12-click-8.1.7-43PGDG.rhel9.8.1.noarch, python3.12-dateutil-2.9.0.post0-1PGDG.rhel9.8.1.noarch, python3.12-prettytable-3.4.0-44PGDG.rhel9.8.1.noarch, python3.12-psutil-6.1.1-43PGDG.rhel9.8.1.x86_64, python3.12-psycopg2-2.9.10-1PGDG.rhel9.8.1.x86_64, python3.12-six-1.17.0-1PGDG.rhel9.8.noarch, python3.12-wcwidth-0.2.13-3PGDG.rhel9.8.noarch, unbound-libs-1.16.2-3.1.el9_2_ciq.5.x86_64)

I have 2 VMs running insider builds (Active Directory domain controllers) which recently got stuck on finalizing.

I have another insider 2025 build running only vbem, which completes without issue. previously the original dc and vbem server both worked with no problemo.

The Second DC i spun up, to test exhibits this same issue once promoted.

I have tried without app aware to test, same issue
I have blown away the entire chain for the original dc and started a new backup for ALL the vms, only the vbem, regular domain joined machine backs up properly.

Happy to provide additional logs but being a lab env i do not have nor need to log a ticket for this, it's really for your benefit / customer benefit.

This is hosted on proxmox, but is agent based.
