Do folders outside of VHD get backed up in Veeam
I have a folder called "software" that holds copies of my setups and other notes for various programs. It does not reside in my file server VHD but rather on my F: drive on my hyper host where I have Hyper-V installed on Windows 2008 R2. Will that folder get backed up with Veeam?

No, Veeam B&R backs up only VMs located on your Hyper-V host.

Does veeam replication replicate files outside vm on hyper host then

No, replication and backup jobs are both copying virtual machines only, however you may want to use File Copy jobs to save folders from the Hyper-V host.
