We had VBR running smoothly with a few scripts running daily backups for several months. After a major storm and 24 hour power outage, VBR now fails to run scripts and is unable to contact the Hyper V VMM server.
Trying to run the script commands
Trying to access or add a hyper V server
I ended up re-installing VBR twice now, and went through the permissions processes listed here trying to find a solution;

User account is domain admin, has dbo on db,
I'm now considering reinstalling the 2012 R2 server but thought I see if I could find some help.

Re: Case#01806387 Unable to add Hyper V - VMM server
The problem appears to lie outside of PowerShell.
It might be worth trying to:
- Reinstall VMM admin console on your backup server
- Create a new service account having sufficient VMM Rights
- Change VB&R service account to the newly-created one.
Thanks.
