If you are running VEEAM service on a dedicated server or inside an exclusive virtual machine you can disable Powershell completely using group policy settings:
In the Group Policy window, on the left-hand side, scroll down to User Configuration > Administrative Templates > System > Don’t run specified Windows applications.
In the properties window that opens, click the “Enabled” option and then click the “Show” button.
In the “Show Contents” window add --> powershell.exe
That will deny running Powershell on the specified host.
Do not implement this setting if there are other services running alongside with Veeam since it might break other stuff that depends on Powershell engine.

If you want to prevent possible malicious powershell scripts from running, I would either apply powershell execution policies using Set-ExecutionPolicy cmdlet or enable Group Policies under
Computer Configuration\Administrative Templates\Classic Administrative Templates\Windows Components\Windows PowerShell.
