the error message says that there is a network connectivity issue. That means checking the ports requirements would be the first step
I don't see how the connection between Azure and your backup server is established. VPN, Expressroute, pure internet with NAT? (hopefully not the last option because putting a backup server directly on the internet is a bad idea from a security perspective)
If you checked all that (ping, port connectivity for example with "telnet ip port" etc.) and there is still an issue, then that sounds like a technical issue. Please provide a support case ID for this issue, as requested when you click New Topic.
