I can confirm no issues updating to 9.5 Update 4b on a Dell TL2000 library. In this case, I was upgrading from a 2018 version, update 3 I think. I ran all OS updates and rebooted before I started the upgrade path all the way to 4b. OS was Windows Storage Server 2016. The identifying of the tape drive, however, took longer than 10 minutes. I left it alone never did anything premature like reboot the library or server. I checked back in a couple hours and it was fine.

We do have excatly same issue after we updated from 9.5 update 3 to 9.5 update 4.
Our setup is Server 2012R2 with Quantum SuperLoader 3.
Were you able to solve that?
