We are looking to set our backup methodology to do full backups one the start of the month (1st) and run incrementals tied to that full each day until the next full is taken. Ideally we would have a virtual tape job that runs containing all of the full backups and send it out to AWS after the 1st of the month, and then a tape job each day containing the incrementals of that day/previous day. Is this something that can be done?

There is no difference from a configuration perspective whether you use the (Amazon)VTL or a physical tape drive. So the answer is "yes, it's possible".
On the other hand: as tape restore options are not really flexible (no single item restore). I would think about waiting for version 10 (few months) and use the "copy to capacity tier" functionality. Capacity tier can be (Amazon)S3, Azure Blob and S3-compatible systems.
