I am going to use VEB to backup my Hyper-V host. I would like to do full backup (both C: and D:). But my vhd files are stored on disk D: together with VM settings. And vhd files are already protected by Veeam Backup Free. I would like to backup Hyper-V settings only from my drive D:. I am going to use "exclude masks" with file-level backup for my drive D: to exclude *.vhd files.
Is this a good way to organize backup? Do I have all the parts I need to recover both physical server and VMs (if disaster hits)?

Yes, if you want to use exclusion, then this should be a way to go. Select file level backup mode, exclude all *VHD, *VHDX files from the backup job, but keep all the volumes selected.
