Can't create Recovery Media after Upgrading from 3 to 4 (case 04438084)

When I try to create a new recovery medium for Agent 4 I get 3 times the same error. I had no problem creation previous recovery mediums.

The folder/files are there, permission is "everyone". I can delete the folder, but it does not change anything If I delete it or not, it will be tried 2 times again and fail 2 times again

The last error is

Failed to create recovery media: The file or directory is not a reparse point

Then it asks for an installation medium.
I first downloaded the Windows 10 ADK, but no folder chosen (eg "source") worked.
Then I used the Media Creation Tool to create a USB stick with Windows 10. I choose the USB stick and it's accepted.
But then the entire process from above repeats....

After setting my temp files from R:\Tempt to c:\Temp it finally worked.

R: is a ramdrive and holds my temp files. I never had problems with it before, so why has the recovery creation tool problems with that?
