My source physical "server" is an i3 NUC , 16GB with a single socket 2 core CPU (4 logical CPU),
but when I perform the Instant VM recovery to VMware the specs are different, 2 sockets 2 cores and only 4GB of RAM

During the restore process, Veeam Backup & Replication retrieves settings of the Veeam Agent computer from the backup and applies them to the target VM. These settings include:
Amount of RAM
Number of CPU cores
Is this expected behavior?
