windows agent: Schedule different backup schedule for specific databases

We are protecting a SQL server using Windows Agent (with SQL configuration); the backup is configured to protect the entire server. The backup takes a long time to complete as there is a test script which rewrites all the database values.
The backup was configured to run between 6 to 10 PM however was failing intermittently due to VSS shadowcopy filling due to amount of change. I had moved backup to trigger at 3:30 PM; this has helped a bit and there are less backup failures.
However, the customer wants the following. As I understand there is no way to setup different backup schedule for different databases. Is there some way that we can achieve this with Veeam, say just backing up OS volume and Database volume using different backup jobs and setting file exclusions to database file paths?

Database Frequency
System Databases Daily
Database 1 Daily
Database 2 Daily
Database 3 Daily

All other database (Production_* and App_Data) Weekly

Hello,
just to understand the situation better... can you maybe explain the use-case of the backup? It sounds like, they re-create the databases every day with test-data... so why do they need backup of the databases at all?

You can use different jobs for different volumes with the server edition, yes. There are several options to work with exclusions based on paths. There is KB3236 which explains the options.

I'm not sure whether that resolves the VSS issues. If there is no enough space for snapshots, then I would try to reserve more space for snapshots
