Cross Tenant M365 Migration support with Veeam Backup for Microsoft 365
Using the https://www.veeam.com/products/free/bac ... e-365.html can I test migration of Exchange and OneDrive content without data loss from one tenant to another ?

Based on quick look at the KB article https://helpcenter.veeam.com/docs/vbo36 ... 80#restore
Looks like it does not support migration as it requires some account creation and then restore it to the destination tenant.
Perhaps other experts can chime in here for the OneDrive content, which I assume is also the same, the user account must be created first, otherwise the restoration will be failed due to object doesn't exist.

You're right, it's the same with OneDrive. And VB365 is not a migration tool. With it, you can back up the data and restore it to another location (another tenant, for example), though there're certain limitations and it cannot be considered a true migration.
