Failed to retrieve licenses for 1 users

Cant seem to make any headway with trying to backup Exchange mailboxes.

We have an organisation in M365 with 20 or so users, 5 of which are in the UK and using online mailboxes, the others are all in the US and on-premise and we want to backup the 5 online mailbox users. We already backup SharePoint and all is well but we get 'Failed to retrieve licenses for 1 users' when we test with a single user on the Exchange side. This user has the required licences and running Get-VBOLicensedUser doesn't return anything at all, even after we have added the organisation details which we can get. Producing a License Overview Report shows 0 licences in use and we are only selecting 'Mail' to be backed up.

As this is Community Edition we open a ticket and its closed down without response and we are really stuck. We would really like to get this working but are struggling despite going through all the articles we can find.

Just so I understand it well. What M365 subscription are you using? E3? E5? Something else?

Hi Mike, its a Microsoft 365 E3 licence and under the 'Apps' area the Exchange Online (Plan 2) is selected.
