Hi,
Some Q's:
1) Do I need a wider B&R installation to configure things like repositories? Or can this all be done within the O365 backup application?
2) Is it possible to have a multi tenanted backup O365 environment with Veeam? Including limiting an admin of a tenant to only access their data when recovering?
3) Would it be better having a VM per tenant running O365 backup application?

1) This is not needed. VBO operates as a standalone product but can be installed on top of VBR.
2) VBO365 is fully multi-tenant by leveraging an admin account to add it to the console. This account is the only one who has access to their data for recovering. We provide a RESTful API in which you can built your own portal (or leverage an example I created to get people started).
3) This mainly depends on the needs of your tenants or your organization. You can also leverage multiple repositories & proxies. If you are working with SMB's, you can easily combine multiple on 1 VBO server but it is possible to deploy a VBO per tenant (or for the larger tenants).

If the tenant was not using any self service web portal, they can use Veeam Explorer for Exchange with only access to their data, yes?
Veeam Explorer wouldn't need to run on the B&R server, but could run on any machine, provided it has network access to the B&R server?

They can but will need to install the software to run the Veeam Explorer.
