Hello,
I haven't noticed this before (it may have been happening for some time), but in a VBO report it shows users who have both an Exchange Online mailbox and Exchange Online Archive consuming two licenses. We have 70 VBO licenses, and counting all the rows in the report equals 70, but should only be consuming 65.
All the documentation and forum posts I read mention users are licensed once whether you are backing up mailboxes, archives, onedrive, teams, SP sites.
Is there a simple fix? Or should I log a support case?

This backup report doesn‘t show the used license count.
It shows the objects which are processed in the backup job.
If you want to see the licensed users, use the powershell command:

Thanks. As instructed, I ran the powershell command
This contained 64 unique users, although two users were showing as 'exceeded'. The whole point of creating this post is I had incorrectly assumed I had 70 licenses, whereas upon checking in VBO under Menu > License, turns out I have 60, although showing "(62 used)".
What is odd, is the report exported above shows 64 unique users, which includes the two showing as 'exceeded'. I understood there is a grace of 10 or 10% extra licenses. If I can license up to 66 users, why should two be showing as 'exceeded'?

2 are shown as exceeded because you purchased 60 licenses but consume 62 licenses?
64 unique users but perhaps 2 don't consume a Veeam license (archive mailbox)?
We can only be guessing here and it's very inefficient... you'd better have our support take a look at the logs and tell you exactly what is going on.
