Thank you for the actual logs. I see the details of the issue: this error occurs on the Exchange level and is not related to Veeam directly. Here's a couple of Microsoft articles that might be helpful in this case:
We also can open a Microsoft support case on your behalf and engage in a conference call with Microsoft support to help identify the issue and show that it is not Veeam-related. If you need such assistance, please provide me with your Microsoft ID (SAxxxxxx).

Sorry to hear that it didn't work out. Those users that you are using (from what I can see in the support case) are they actually having an email address? Any change they are unlicensed users or other type of users?
