We’ve recently been attempting to restore a number of our VMs, and we have encountered some hiccups. After a full VM recovery of Server 2012 VM's, they fail to boot with the error:
"Status: 0xc000000e
Info: A required device isn't connected or can't be accessed."
These restored 2012 VM’s consistently fail to boot, and this behavior is reproducible every single time. We even tried restoring these VM’s to different hypervisors.
We did some googling, and discovered that this is caused by the boot manager and boot loader device being set to "unknown": https://support.microsoft.com/en-us/kb/2261423
We ran startrep.exe from repair mode after booting a Server 2012 ISO. This fixed it, and updated the device values.
Some further Googling led us to believe that perhaps Veeam is not backing up the system reserved partition properly on our 2012 VMs.
Another issue that we discovered with our Server 2008 VM's is that after recovery and booting up the machine, Windows hangs and presents a "Windows Error Recovery" screen, asking us if we want to boot into safe mode or "Start Windows Normally".
These issues are a problem for us, as we would like to run automatic SureBackup jobs and know that our VM’s will get past the boot screen. As described above, they will not boot until we either run startrep.exe or choose “Start Windows Normally”.
If anyone has any insights into why this is happening, we’d greatly appreciate it.

Were those VMs backed up successfully? Did you use application-aware image processing for the corresponding backup jobs?
