Hello,
If a user creates a separate volume to store the metadata that is created by the Windows Search Index service, does this need to be backed up? In the case of a full server restore couldn't this just be turned on again and let it reindex? Or is it critical?
Does veeam ignore this data by default or should we exclude the volume from backups?

Depending on the use case of this search index, it will make maybe sense to keep it. In case of disaster recovery with instant VM recovery, you can use it immediately without any delay.
If you want to exclude it, you can use volume exclude (VM selection "exclude") or folder exclude (InGuest processing options).
