Hello,
I have a client with Backup and Replication 6.5 and need to upgrade to nine. I have in mind to backup my configuration, uninstall 6.5 and install 9. A couple of questions...
Is there a better way without purchasing a license for 8?
Will the configuration files for 6.5 restore properly to 9?
Will backups created for 6.5 work for 9?
Any thoughts or questions?

You can`t upgrade directly from v 6.5 to v9, so yes you need to go through v8
All backup job should work fine. Check for new job options once you have upgraded.
By the way, there is v9.5 to be released in less than a month.

And to add further, there should be no need to purchase a v8 license. If the customer is current on maintenance, he/she should be able to download both v8 and v9 licenses from the customer portal to do the 2-step upgrade.

You will not be able to import v6.5 configuration into v9, so you have to perform an upgrade first.
