Just installed a fresh Windows 2008 R2 64bit and Exchange 2010 on a system running on ESX4 , trying to do reverse incremental. Using same account as on other VMs being backed up by veeam.

Are you using local Administrator or Domain Administrator account for application-aware processing in the job settings? There is related known Issue in the release notes regarding application-aware processing on post-Vista (UAC-enabled) Windows OS. Thanks.
Then it looks like something is wrong with its specific VM... may be some special/tightened security settings. The error is pretty clear, and it is OS level error (access denied).
I would recommend opening a case with our support, if they cannot find the reason quickly they would escalate this into development, and there we have few folks with strong Windows security background, so they may be able to find what is causing this (or at least reproduce the issue manually without Veeam involved, to better equip you for opening a case with Microsoft). Well, my guess is that SCM is referring to the Windows Server Control Manager. I suspect that either the system is not allowing remote access to the SCM, or the account simply doesn't have the required permissions. Are you able to use Services, or the sc command line tool to start and stop services on the remote system from the Veeam server using the same account?

It is related to permissions on the server. On the domain go to Group Policy and if you are blocking inheritance on your servers (or just a policy with Restricted Groups), make sure you go to Restricted Groups and add your administrator/server account that is doing backups to the Restricted Groups under Administrator's. That worked for me.
I did solve this problem by killing veeamguesthelper.exe process from task manager. After that I deleted C:\windows\VeeamVssSupport folder. Retry the backup job and everything works fine.
