Enterprise Manager Restores & Data Soverignty

We have our Enterprise Manager server running in Azure US gov and have VBR servers in several regions across the globe and want to make use of the file restore functionality of EM however I need something clearing up.

If a user clicks the download button when performing a restore from EM, where are the files restored to prior to being able to download the files? The link points to somewhere on the EM server so if the restored files do actually end up on the EM server we're violating export control rendering the functionality only useful in the US which would be a shame.

Can anyone clarify what actually happens during this process and where the files go?

Hi, Tim - yes, the files are staged locally on the EM server, then you basically download them from there. Thanks!

It would be useful in a future release if it was possible have that restored file staged on the mount server it came from to help address ITAR and export sensitive data locality issues. It would also enable us to use the lock down in EM to who can restore what as currently we have to give restore operators access to everything on the VBR server which is a risk in itself.
Alternatively if we could give granular restore permissions on the VBR server console in roles that would work for us too and avoid multiple VBR installations.
