I have 64bit veeam on 64 bit W2K3R2 STD. Server has 8GB of memory. I know that Veeam is not memory-intensive application but...

Yes, by design since the agent is still 32bit process in Veeam Backup 3.1.1, so it cannot see over 4GB.
