Optimal method for restoring Exchange 2013 with DAG?

I have a question regarding the optimal recovery method for a multi-site Exchange environment using DAG.

Current environment:
3 sites (Office, DataCenter, and DR)
  • Office has 2 Exchange servers
    DataCenter has 1 Exchange server
    DR has 1 Exchange server
All mailboxes are included in a DAG that is replicated to all servers in all sites, and all servers are configured with MBX and CAS roles. The servers in the Office are the primary DAG owners.

Which recovery scenario is better (assuming the Office and DataCenter are offline):
1. Reconfigure DR Exchange server to take ownership of all mailbox servers (per original Exchange DAG design)
2. Utilize Veeam to backup/replicate the Office servers to DR

Option 1 is fairly generic, but I have been having issues reconfiguring the DAG group with only 1 working server.
Option 2 utilizes Veeam backup and replication to keep everything in sync ever 15 minutes.

Which is better?
Which is easiest?
In event of a DR, how would you prefer to recover?
